The MKDELTA Project or “MKPLUSULTRA” as his successor Project MKULTRA , is an operation of mind control carried out by the Central Intelligence Agency of the United States.

A special procedure called MKDELTA was designed to govern the (human) material of the MKULTRA Project . This material was used on a number of occasions. Because the MKULTRA files were destroyed (by Sidney Gottlieb ) it is impossible to reconstruct the operational use of MKULTRA in other countries; But it was established that it began in 1953, and possibly as early as 1950
